Only allows for one attack with advantage, then the effect ends.

Distracting Strike vs Goading Attack:
3x allies receive Advantage vs 1x enemy receives Disadvantage
Distracting Strike has a chance to make 3 allied attacks hit while Goading Attack has a chance to prevent 1 enemy attack. Id pick Distracting Strike; works best on "High Defense" enemies.

Isn't this redundant for melee fighters? Simply standing in melee range of the target gives allies advantage when attacking the target.

The duration is 1 turn, but the effect parishes at the start of the enemy's turn. That means the attack should be made against a target that goes after one of your allies who want to benefit from the advantage.
