Precision Attack is a Passive Feature in Baldur's Gate 3. Precision Attack is fuelled by the Superiority Dice in order to work. Features provide unique abilities that are inherent to a Character's Race, Class, Background selected. These may vary greatly, from allowing you to equip certain Weapons or pieces of Armor with Proficiency, to add your Proficiency Bonus to certain Saving Throws.

How to unlock Precision Attack
Precision Attack can be acquired by:
- Lvl 3 Battle Master (Fighter Subclass)
- Martial Adept (Feat) grants this feature.

This one just exists so you can use a Superiority Dice (1d8) to add to your next Attack Roll this turn, meaning you'll hit your attack with a higher percentage.
It's an ability which costs nothing else than one dice and can be used freely without spending an Action or Bonus Action.
You can also combine it with other Battle Master attacks or even other classes attacks like for example one of the Paladins several smites.
I personally find this real handy in some situations and generally useful, for example if you're using Great Weapon Master and want to hit with the fully powered version, this here can cancel out the -5 to attack roll at least partially.
I mean sure, you could also cheese through the game with save scumming like an idiot and make this skill completely useless, but other than that, this can help a lot if you're struggling to hit something. 1-8 is rather random tho, to be fair.

Can you use it to crit? Like if an attack roll was 19, can you add a superiority die to make it a critical hit?

That was my favourite manoeuvre... You could aim strikes at any part of the body with a -6 to hit, but using that you had instead a -5 to +2 (+bonuses)... It was perfect for crippling, destroying fangs or claws , eyes, or whatever.. that skill + action surge are what made fighters the best class

Absolutely garbage compared to 5e version, as you cannot activate it if you miss an attack like you can in 5e. ONLY precastable.

Pre attack only, no reaction. You cannot use it after a failed attack, so it's completely worthless.

Can this still be activated after a failed attack like in 5th ed in attepmt to make it a sucessful attack or is this only a pre-attack ability in this game? This is very important to me!
This can be used with spell attack rolls FYI, scrolls as well I believe. In fact from what I saw it works for anything with an attack roll. Useful for range as well when you're firing from outside your range. Also obviously works on the other maneuvers, for when you need to land the Disarming strike or need to counteract the Great Weapon Master/Sharp Shooter debuff. Its not as "useless" as many make it out to be but its isn't very efficient when needing to spend superiority dice or a great choice when you only have few maneuvers to select. However, adding it to your Monk's Stunning blow, or a special weapon ability can be nice to increase the chance to landing the attack. Especially when you're desperate.
