Not only is this worse than other multi-target ranged abilities, by quite alot, but it's also needlessly annoying to use.
Sword Bard: Target 2 enemies, shoot both.
Warlock: Target 2 enemies, shoot both.
Sorcerer: Target 2 Enemies, shoot both.
Ranger: Target 1, shoot it, then press the pop-up ability to the right of your hotbar, No, not the melee one, the ranged one, THEN target the second enemy. As long as it's within literal armslength of the first one, that is.

This is sadly incorrect. I picked the feat because of this site saying 3 meters, but it's actually more like 1.5 aka 5ft. So the range is suuuper short. So unless they are standing shoulder to shoulder, this is sadly useless

does this work with wild shape, or is this only for ranged attacks?

One potential gimmick of this skill is combining it with a high Strength character (an ally or yourself once you get an Extra Attack)...use an enemy as an improvised melee weapon or throw an enemy at another one, and now they will be grouped together within 3 meters. Or even just shove them with a bonus action if the angle is right. Now you have two enemies grouped together, and can trigger your 1x per turn Double Attack. Not too shabby I would imagine as long as enemy placement isn't working against you (or you're just fighting a single tough enemy...)
If someone is able to test this tactic out, I'd be interested to know your results.

How does this work with extra attack? Is this just once per turn or can i used it per attack?

Clearly the superior choice. Attacking twice is so much better than simply getting d8 more damage ^^
Try it with minor illusion. I love my high elf horde slayer.
