It isn't an automatical aura that's on all the time, at least from what I researched:
"Controlled Chaos is a Wild Magic Sorcerer reaction that triggers a Wild Magic effect after a nearby spellcaster casts a Spell
Description: Induce a Wild Magic on the nearby spellcaster.
Properties
Cost: Reaction"
I don't know how accurate this is, but is seems like it's a reaction that you can apply to other caster's spells. I have no idea if it procs at 5% or 100% rate (it reads as if the latter is correct, although it's probably the former).
I hope I brought some clarity, althought I want to emphasise that I have not tested it (I decided to chose Duergar Lore Bard with 1 lvl dip in Knowledge Cleric od Laduguer for RP reasons for my first playthrough).
Cheers,

I haven't reached level 11 on my wild magic sorcerer yet, does this ability mean that foes can "suffer" ANY of the wild magic surges including the beneficial ones? If so, I agree that this is quite nearly a debuff to the subclass. Even still, in 5e, does this not simply allow the sorc to make two wild magic surge rolls and choose which one to apply?
I really hope Larian applies some changes to this if this is really how it works in bg3.

I don't know why this got nerfed so hard.
Role twice pick 1 worked, this seems worse than nothing.
After some testing, this appears to be better than it sounds at first. I think it uses a modified magic surge table that mostly picks from harmful effects, plus Action Surge as the whammy roll.
Could use a larger dataset, but from 19 rolls, I got:
4 Cambion summons, 1 Mephit
4 Polymorphs (including 2x AoE)
3 Spike Growths, 1 Entangle
2 Slows
2 Burning
2 Action Surges
Action Surge aside, nothing that benefits the target: no blurs, no granted abilities, etc. Still a low priority for your reaction compared to Shield or Counterspell, but I've found it surprisingly worthwhile.
