Seems to proc if you are the source of damage that kills the target. If a target has 10 hp, and you eldritch blast it for 10 damage, you gain the hit points. However, if you hex same target and only do 9 damage with eldritch blast, and rolling a 1 on hex damage, you do not get the shield. I assume in the game's logic, the eldritch blast is from you, but the hex is its own source that get activated by you. Because it's not technically from you, and the hex damage is applied after your own damage, it can steal the kill, and prevent you from getting a shield.
This should not be the case, you casted hex and only you can proc it. you should get the shield if It kills something.
Possible fixes: -Make hex's source from you instead of from the debuff.
-Have hex proc the damage first, that way unless the enemy is under 6 hp, less chance of hex stealing your kill
-Change dark blessing to give you hp not just from damage from you, but also from debuffs you create. I assume if you cast curse on something (damaging version) and it kills something, you would not gain a shield either because its the same interaction.

playing this on 8/3/2021, dark one's blessing will grant temp hit points sometimes but most of the time it isn't granting the hit points

Can confirm it is very much indeed broken. DoB will proc upon killing an enemy. However, absolutely NO HP is gained from it at anytime. Does not matter the situation or even what buffs and whatnot you have. It just doesn't work.

As of 27-10-2020 this seems to be still bugged. It used to work at the start but at some point after level 4 it stopped working. I kill something with 1-shot or do the final blow and do not get any blessing at all anymore. It just won't trigger. Not sure if its because of another buff on my character but I haven't seen the Blessing for a while.
