Wrath of the Storm, which Tempest Cleric gets at level 1, is I think better than this. It's 2d8 lightning damage or save for 1d8 thunder, meaning it's theoretically higher damage.
More importantly, you get it way sooner and taking a 2 level dip into Tempest Cleric lets you maximize the damage of a Lightning or Thunder spell once per short rest. Because of how multiclassing works in BG3, you don't lose any spellcasting at all doing this.
All you lose is this level 11 feature and the level 12 feat, and in exchange you can maximize a spell 2-3 times per day.
Maximized dual cast Chain Lightning is very possible, and very OP.

Not that it actually matters because you get this 1 level before the cap, but id assume it does sorcerer level damage, not 11 specifically, no?
This is actually 11-12 THUNDER damage, not lightning damage
