From my testing, the +1d4 bonus from Interplanar Slayer only applies to damage and not to attack rolls, contrary to the item's description.
Does anyone know if you steal it from him before he vanishes at the beginning of Act 3, will he become hostile later on when you meet up with him again?

I'm not sure what you have to do for him to have it in Act 3. Right at this moment I'm talking to him in Sharess' Cares and he ONLY has the Silver Sword of the Astral Plane in his inventory. I can buy it for 2080 Gold. Voss' Silver Sword does not appear in his buy menu and also not in his pickpocket menu. What do I have to do to make it appear/available?

First playthrough, Voss didn't have his sword equipped. As a result, he kept dropping a crossbow. No amount of reloading fixed this issue. Second playthrough, he has the sword equipped. It's a 9% chance but if it's equipped it will drop eventually.

You can get it in Act 1 from his corpse if you kill him after the gith creche.

Can we save-scummed in Act 1 with Invis potion and disarming strike. Use an hireling for it
So for whatever reason when I tried to buy it from him with my custom character, it didn’t show in his inventory, but when I talked to him as Lae’zel the sword was there to purchase.
