Staff of the Emperor is one of the Quarterstaff Weapons in Baldur's Gate 3. In BG3, each type of weapon has different ranges, damages, and other features (Finesse, Versatile, Dippable, etc.). Characters need to master certain Proficiency before using a weapon, and sometimes gain special Actions while holding it.

It is dropped by the Emperor. You can get it one of three ways. Better hope it fails its save mid-combat or you're gonna be pretty hosed. Fear, Disarming Strike, Command: Drop. You have to say "No." when it requests help, so that it turns into an enemy. If you agree to fight with them, then you must use Disarming Strike on friendly fire, and again, hope that they fail their save as Command, and Fear do not affect enemies. Great weapon if you can nab it. Specially for Dual Wielders with the Dual Wielding Feat using a Quarterstaff. The Save or Stun effect is absolutely brutal, and there is no range limit on it. Allows one to close gaps, or even just shut down bosses/enemies who love to throw save or suck spells at you. If it procs even once, you get a massive advantage. Granted... if you wanna romance Squid King, you're kinda locked into friendly fire with Disarming Strike.
