This weapon has an interesting property most people might not realize: You can't roll a crit failure with it.
The enchantment reduction is applied to the end result of the roll, with a nat 20 becoming a 19 and so on, all the way down to a nat 1 (crit fail)... which turns into a zero. But since there is no zero on a d20 the result rolls back over to a nat 20, a critical success.
This means you can't critically miss with this weapon and it has a very slightly increased critical hit chance (because there are only 10 9 possible roll results instead of 20).
