I’m at level 5 and Derryth, the female dwarven trader in the Underdark - Myconid Colony, had a regular Hand Crossbow and a +1 version in her inventory.

I could not find one in the village nor near the spectator. I made sure the spectator would unpetrify all drows.

If you hit lvl 4 in act 1 the Tiefling vendor in Druids Grove sells a +1 version. You can also get one off the corpse near the bloated Hyenas on the Risen Road.

Easiest way to get two of them early game is to kill Barth and Kaldani during the Grove gate fight. Attacking them (as of today) during the fight does not cause anyone to aggro.

there is a hand crossbow in a pile of crates at x:-669, y:405 that is closest to the Underdark - Grymforge waypoint.

Just go theif and sharpshooter and your set, extra bonus action works with mobile shot offhand doesn't get sharpshooter negatives (bug)

running on patch 7, trying to dual wield the hand crossbows seems bugged as it results in 3 total shots firing - 2 of which happen on the offhand attack. The 2 animations play for each hand normally, but the offhand deals 2 attacks. Only seems to happen when dual wield is enabled and you make a full attack with both weapons at once. Single firing the main hand and offhand separately functions normally.

Just figured out that the Weaponsmith Tiefling sells this item. He's also located within the Druid's Grove. If you don't see it appear in his shop, then do a long rest-- You don't have to fill supples, just long resting is how you reset NPC's shops. Reset his shop until you get as many as you need.
Also, doing this strat is an easy way to pickpocket infinite gold potions and scrolls. Just be wary about them accusing you or you fail to pickpocket as it can lead to combat very quickly.

You can find two of these at the very beginning of the game when you reach the gates of the 'Druid's Grove'.
A massive fight breaks out, but there are 2 NPCs that are 'on your side' you want to take down.
Level 2 High Half-Elf Barth & Level 3 Tiefling Kaldani both reward one on death. Just be sneaky about it as doing it in plain sight will upset the city.
Also note, that if you fail for Barth to die in the fight, you'll have to quickly kill him before advancing the next dialog otherwise he'll run away, disappearing.
