Spiteful Suffering is an Action in Baldur's Gate 3. Actions can be used in both exploration and combat to maneuver across the battlefield or to harm or aid Characters. The actions that a Character can perform are based on their Class and Equipment.

charisma saving throw vs tons of enemies that rarely have any? sign me up

broken ability, giving advantage on attacks on a enemy for everyone in your party is very damn strong without the need of concentration, this is vengeance lite or even better in a lot of scenarios. It obviously has 2 problems tho, A needs an action to Cast and B is highly limited by your Oath Channel amounts but this isn't usually a too bigie in most cases.

So this vs vow of enmity comes down to 2 things. 1) Vow of enmity only gives you advantage vs this giving everyone advantage. 2) the charisma saving throw on this vs no saving throw on enmity.
I don't think the duration of vow of enmity vs this matters too much, since no particular enemy usually survives 3 rounds if you or your party are going nova at them.
I think if this costed a bonus action vs an action, it would be better than vow of enmity. Currently, it's comparable because you yourself don't get to benefit from this on the round you use it.
This could be very useful for a duel wielding dex based paladin tho since you can still smite with your offhand weapon attack and the high initiative means that you can cast this before the rest of your party's turns, making your party able to utilise this very well.
