i tried this outside combat, never fully heal ally after 10 times try, already use potion or spell

Far more powerful than it lets on. The saving throw boost is very good but what's really crazy is if you throw potion on a party member that's afflicted with this, you will always get the max roll. That is a lot of HP.
Keep the caster away from the action with sanctuary and chuck pots. With proper management this is an easy way to achieve immortality.

worth noting, this applies a buff to everyone in the area when first cast, it doesn't follow the caster around
The buff makes the recipients get max healing from all sources, not just spells from the caster, so they can chug potions to benefit from it
