The description is a little wrong. Once the power is unlocked it functions passively. you consume movement speed to fly and it has it's own skill that you can utilize so you can choose when to fly or not. It also seems to replace jump action in the default Z-hotkey. You can still use a jump skill specifically if there ever is a scenario where you need to jump. As a passive it has unlimited duration and it does not require concentration.

If you're storm sorcery you will get tempestuous magic that allows you to use fly as a bonus action after casting a level 1+ spell

Are there any known drop locations for this spells if you, don't select it at level up
Incredibly stupid that it takes concentration and even not ritual spell. Potion of fly better in all ways.
