      Looted off the corpse of the Gondian leader Zanner Toobin if he dies during "Disable the Steel Watch" quest, they can't be pickpocketed while he's alive, which unfortunately means obtaining these locks you out of recruiting the Gondians as allies in the final battle. Also the description is slightly wrong, they are [Sleight of Hand +1, Attack +1], not [Strength Saving Throws +1, Attack +1]
