These Gloves are inside the Gauntlet of Shar in Act 2, I found the while doing the quest Kill Raphael's Old Enemy. I found them right underneath the spot where Yurgir was standing when he ambushed me, they are sitting on a crate next to a campfire.

I like these gauntlets! 1d4 Necrotic damage on every weapon hit benefits multiattackers nicely. I should see if this synergizes with Polearm Master's Opportunity Attack (Probably) and Bonus Attack (hopefully!)
You acquire the Rare (blue) version of these by letting Shadowheart become a Dark Justiciar by killing Nightsong. She will be equipped with the gauntlets (plus a Very Rare (purple) version of Dark Justicia Half-Plate and a pair of Dark Justiciar Boots) after the cutscene.
