The Sparkle Hands are Gloves in Baldur's Gate 3. Gloves can be equipped to a character's hands in their designated inventory slot and provide different effects ranging from increased Saving Throws, to gaining Advantage on certain attacks. Even a modest pair of Gloves in BG3 can help a character tremendously, so be on the lookout for them, and equip them when you can.

The wording of the note is confusing. Does this mean if I throw an equipped weapon such as a spear, it will give me the lightning charges?

Sucks that these have a metal gauntlet model. It ruins the whole aesthetic for my early Monk :(

I can confirm these gloves work with ranged spells to provide advantage on metal constructs and enemies wearing metal armor while having armor charges.

Barbarian's Elk Rage Heart "Primal Stampede" skill (basically a knock stuff prone shield charge w/ no opp attacks) does actually trigger these gloves. But no matter how many targets you hit it's only 2 charges gained.

These actually work with throw attacks and Tavern Brawler, despite the "unarmed attack" phrasing. Weird, since Sould Catching gloves don't.

Now are Rare, no longer require Medium Armor Proficiency, and has different effects:

Very nice for Monks.
