Bhaalist Gloves are Gloves in Baldur's Gate 3. To get this you must impress the murder tribunal to which you get told to kill orin and are granted access to the shop.

Unfortunately the Garrotte condition is quite unreliable. Against the Sahuagin whose strength is only 13 I had a 50% chance to land this condition. I'm not sure what can increase the likelihood of success. Strength certainly isn't it. I took a Giant's potion after the 50% boosting my str to 27 & still had the same %
