"Hunter's Eye" does not trigger from any effects applied to the target by other party members.
Might be a bug, might be a feature. /shrug
Works well with strange conduit ring and hunters mark för rangers and bards (bards getting hunters mark at level 10). You get +1d4 psychic and +1d6 piercing damage, and +1d4 on attack rolls. Once you get the legendary bow with guiding bolt you can comfortably use the "all in" feat, if not on both, than at least always on the second attack.
