The nice thing about Hunger is that there's no save for the blind effect or the cold damage, so you get pretty good utility against a wide range of enemies.
Evard's is more of a save-or-suck, great if they blow the save and bad if they don't.
If you're only taking one, I would recommend Evard's if you're loading up on spell DC boosts and Hunger if you aren't.

As of 4.1.1.3696083 on Sept. 5, 2023, Evard's spell save DC confirmed to still be stuck at DC 12. After research, several sources mention Larian hard-coded all difficult terrain to spell save DC 12. Thus, if you step on a web or ice in the game world, you get the same save DC as if you step into Grease, Web, or Evard's Black Tentacles.
I tested Evard's, Grease, and Web, finding this to be the case. All three spells have a save DC of 12 no matter what your spell save DC is. These spells are now mostly worthless past Act 1. Larian hasn't addressed this anywhere yet, and I suspect it will be a difficult fix. I've submitted a bug report and several others in Reddit threads have too, and no one has heard back that I know of.
One modder trying to improve the Web spell mentions how this works in the game files and mentions a janky "fix" that increases the spell save DC for all difficult terrain in the entire game, friend or foe. No way to scale save DCs that I know of, though a more experienced modder might figure it out.
This may affect other spells. I have only personally tested it for Grease, Web, and Evard's Black Tentacles.

It's not in the patch notes, but as for patch 2 (4.1.1.3686210) this spells is listed as a STR save and is getting the full DC even though the tooltip does not list it correctly (eg mine says 8 base + 3 proficiency = 15, the extra 4 comes from my int). Looks like the devs can't be bothered to track what they fix so keep checking the wikis for user feedback before you mess up your builds!

The spell seems to be bugged currently like some other field effects, the DC is only 12 making the spell pretty garbage :(
