It's simple, talk to Z'rell (will be upstairs) after Kartharic's scene in hall. Then you need to pass (automatic) Insight check after talking about the relic. Then you may ask about giving you something more to help getting it, she will give you a key and will unlock secret items in Lann Tarv shop
Note for honour mode enjoyers, who want to get this chestplate:
1. Before talking to Z'rell respec your character into bard (Astarion's bite gives him +1 for ability checks, so you can use him instead);
2. Get 17 wisdom, 16 charisma;
3. Choose proficiency and expertise in Insight and Persuasion (it is possible with college of lore);
4. Take +2 charisma, and +1 wisdom feats (you must be lvl 8 at this moment);
5. Equip Shapeshifter's Boon Ring (drop from strange ox - act 1/2), cast Disguise Self;
6. Cast guidance on your character (you can do it youself with "Silver Pendant" necklace);
7. Cast enhance ability (wisdom) on your character;
8. Enter dialogue, pass all checks (insight check has difficulty class 14 btw);
9. Talk to Lann Tarv, don't forget to talk about discount (if you pass his checks, he will give you maximum 30% discount);
10. Profit.

I'm not sure of the exact mechanics, but on PS5 you can buy multiple sets of this off Lann Tarv. It seems to happen when you reorganize his inventory, but probably requires a long rest in between purchases.

Figured it out, you need to pass a Insight/Wisdom check and a high speech check while talking to Disciple Z'rell to unlock the conversation arc - Z'rell's the orc sergeant at Kartharic's Hold.
You may have only one try, so you'll need a companion that can pass both, however method they may have to pass both.

talk to the Sargent (Half-orc female) after the first ketheric scene in the throne room, then there will be a prompt at a point in the conversation to ask for more support. She will say that she will open her stores to the bugbear lann. Talk to Lann and he will have a prompt saying she said to open her stock to you. It should then be available in his store.

Just happened to me, you can get two of these!
Has to be a glitch of some sort, but what I did was the normal route of getting the armor, pickpocketed the bugbear, equipped it on Minthara, did all of the Shar Temple and freed the Nightsong, and long rested afterwards, did the Siege on Moonrise Tower and looted a 2nd one off the bugbears body.
