Once you are at the lowest level of the Arcane Tower, use the elevator once to head up and in this room you will find a few Tongue of Madness, alongside a the Timmask Spores also required for the Help Omeluum Investigate the Parasite quest.

Has anyone found where they are in the wild? I accidentally extracted mine and want to do the side quest but cant find anywhere online that says a location.

You can craft 3 of them + an essence to make a tadpole and absorb it
For those of you that accidentally extracted the tongues like i did, you can find one in act 2 in the waning moon backrooms in on of the chests. I dont know if omeleum disappears when you enter act 2 but there is one there atleast.
