      "Dash or similar action" basically just means dashing, bonus dashes from stuff like expeditious retreat, cunning action: dash and the like. In my testing it basically needs to explicitly have the word "dash" in it. Someone else mentioned Eldritch Knight with expeditious retreat and this does neatly solve 2 problems you may encounter early on- poor mobility and poor to-hit on spell attack rolls. If you've got the Strange Conduit Ring they synergize well together without much thought or min-maxing. Just a neat little interaction that helps out EKs.

        I mean these seem to be pretty interesting and easy to obtain boots with a clear lightning synergy, how is it that no one took the few minutes to test some stuff?
