The shield is insanely strong if you can combo on lightning damage, such as with tempest cleric at level 6 with thunderous strike. Enemies will learn the way of the Bzzzt and the Yeet.

i can't read that item name without being reminded of the "german sparkle party" youtube video. so it counts as a cursed item to me :)
Needs to be rebalanced to either be Once per Short Rest and/or uses a Bonus Action.
