What is the difference between this and the "rare" version: Superior Elixir of Arcane Cultivation?

Really good for locks as you get into the higher levels. At leveling 5, supposing you've got haste, you can bonus action lvl 1 hex into 4 EB shots for 1d10+1d6+4 each hit (13 avg. damage a hit, 52 damage total on average). This for only a lvl 1 spell slot and a 3rd lvl slot for Haste (or Speed potion)

Seems like it would've better if this was just a potion that restored a used spell slot instead of an elixir that removes the effects of other elixirs.
