Goading Attack is a Passive Feature in Baldur's Gate 3. Goading Attack works with a Superiority Dice to fuel it. Features provide unique abilities that are inherent to a Character's Race, Class, Background selected. These may vary greatly, from allowing you to equip certain Weapons or pieces of Armor with Proficiency, to add your Proficiency Bonus to certain Saving Throws.

How to unlock Goading Attack
Goading Attack can be acquired by:
- Lvl 3 Battle Master (Fighter Subclass)
- Martial Adept (Feat) grants this feature.
Goading Attack Tips & Notes
- Difficulty Class of this Attack is 10 + STR or DEX Modifier, whichever is higher.

Always felt awkward even in the tabletop, since menacing attack causes fear which will give them disadvantage on any attack, so disregarding immunities to fear this feature seems intentionally worse than menacing attack just to encourage them to attack you instead. Which I'm not sure is actually coded into the AI for this. (pick menacing attack instead)

I swear this thing is bugged, I check the combat log and the enemy attack roll doesn't say it had disadvantage when attacking other character.

Situational. Its likely your Battlemaster is the tank and in melee range of the target. It would attack you instead of your allies, making Goading Attack useless. However, the Ranged variant would be useful of youre a ranged Battlemaster or dip'd your ranged attacker into it. Then your tanks would be protected a lot. But even then, it would only be useful vs bosses.
I mostly agree with the previous comment, menacing attack is better in most situations as fear will lock the enemy down and impose disadvantage against ALL targets. The only exception would be if the saving throws are different. Usually fear effects require the target to roll wisdom saves, while many of the other good maneuvers like trip and disarm require strength saves. I do not know what goading attack requires the target to roll, but, assuming they are different, you may be more confident using it against a creature with high wisdom that will be hard to frighten. I don't think maneuvers preview their chances like spells do, but they should.
