Does it eat up lightning charges on top of the normal -1 charge per turn? I'm trying to build a lightning charges wizard and so far I own the lifebringer, the spellsparkler and the watersparklers but I neither seem to gain the boots' 3 charges from standing on electrified surfaces when my turn begins, and it seems like I lose way more lightning charges than i should when I have the lifebringer item equipped. Only the spellsparkler seems to work as intended, although it no longer seems to calculate chargers per different enemy damaged by a single spell, but by different instances of damage dealt (AoE like shatter and lightning bolt only give 2 charges in spite of number of enemies damaged, but multi-hit spells like magic missile and scorching ray crank up charges hit by hit).

Using large sources of temp HP like False Life and Armor of Agathys can be replenished with methods like this item. Meaning, if you've gained 15 temp hp from Agathys and you took a hit down to 5/15 temp hp, you can replenish back to 15 with this item by generating charges.
