Missed this several times. It's on a skeleton near the Harper's Cache in near the Emerald Grove. Hate that the skeleton isn't highlighted with a perception check when pressing or when holding Show World Info.

For anyone wondering, there is a watchtower in Act 1 outside the gate to the Grove, you need to leap up a cliff and it overlooks the crashed ship. The skeleton is the one by the camp fire.
