Roah Moonglow Dialogue Options
If you pass an automatic history check while interacting with him, you will recognize the crest he bears and have these dialogue options:
- You're no normal trader, are you? You're part of the Black Network.
- What business does someone like you have in a goblin camp?
- Let me see your wares.
- Leave.
After she responds you can bring up your previous trade encounter beneath Waukeen's rest if you accepted the tasks involved in Find the Missing Shipment. You can then decide whether you want to see her wares and trade.
Roah Moonglow Notes and Tips
- Roah Moonglow may sell the ring The Whispering Promise but not always, the ring has been reported to sometimes instead be sold by Volo, Grat The Trader, or Brem.
- May sell Ne'er Misser the hand-crossbow that deals Force damage.

Honor mode pickpocketing
if you go the minthara route/her spider friend in shadowlands, you will find this vendor inside the moonrise towers as long as you didnt kill her in the goblin camp/shattered sanctum in act 1.
Get three hirelings from Withers. One with Enhanced ability and distract, another with guidance and a thief rogue. use the hireling Maddala Deadeye and respec her into a thief rogue. her background has higher stealth and slight of hand. lastly, if your tav is a bard cool, cast bardic inspiration on the rogue if you can but toggle it off for now. cast the dex version on enhanced ability on the rogue. Send your tav back to camp and leave them there so you dont fail honor mode if things go wrong.
go find this trader in the first room. keep your guidance caster and rogue near eachother, close to the vendor. use your hireling that has distract and cast it around until you see the vendor move around and theres no red sight cone behind her and turn on turn based mode. i had luck casting distract into the room next to this vendor with the ogre chick. now cast guidance on your rogue. now go to your rogue but DO NOT use the regular Hide ability. use the special ability rogues get "cunning action: hide" it uses a bonus action, "Hide" does not. If youre too far from the vendor, use "cunning action: dash" now go yoink what you want.
If you have a item with high DC, turn on bardic inspiration for a better chance. You can steal from her until you fail if you want. Only 2-3 people attack you. If your rogue dies, its fine. you can do this over and over. DO NOT use your main characters. only hirelings.

Where does she go after you start combat in the Shattered Sanctum?

Cast Disguise Self and choose femme halfling. It looks exactly like Roah. The Zhentarim use disguises to protect their merchants identities.

It has been brought to my attention that she looks like Leffen, now you all are cursed with the same knowledge

When I slaughtered the goblin camps, after killing the 3 goblin leader, I think, she and her zhentarim members disappeared from her locations.
I'm not sure what I'm doing different, but I've might have changed location once (From the spider basement, there is a passage to the priestess room, whoch load a new area).
Presumably, after you killed the 3 goblin leaders, I assume you can make her go away (And therefore she will appear again later at act 2 and sell stuff), by going back to camp taking a long rest, or by loading a different area.
After this happened, when I met her in act 2 at Moonrise Tower, she implied that she knows I'm the one slaughtering the goblins, and further conversation she implies that she is just doing business in the true soul camp and won't interfere with the player.

In Act 3's "Find the Missing Letters" quest, if you open up the bundle and read them, one of the letters from Danzo is addressed to Roah Moonglow and for me, it was about the Waukeen's Rest Zhentarim cell and Zarys not answering his inquiries.
In my playthrough, I hijacked the "Find the Missing Shipment" in Act 1 and also killed the Zhent group in Waukeen's Rest when I refused to kill Rugan, who I then set free, because the two of us had decided to hijack said shipment.
I had previously identified Roah as being a Zhent operative at the Goblin Camp and traded with her before turning and killing the Goblins to rescue Halsin. When I later met her at Moonglow, she had dialogue making it clear she knew I was pretending to be a True Soul and was who had obliterated the Goblin Camp and wanted to let her get some sales done before going about my own business so as not to interfere in one another's end goals.
I've yet to meet up with her in Act 3 but it seems like the "Find The Missing Letters" and "Find The Missing Shipment" probably have some BIG variability in what the text of that letter contains and how you can proceed depending on your choices at several different points, as well as who's alive and who isn't.

I was pumped to be buying the Ne'er Misser hand crossbow from Roah on arrival at Moonrise Towers, completely forgetting they took a dirt nap in the goblin camp. fml.

if your intention is to kill the goblin leaders, i've found that you can make her stick around the shattered sanctum by entering combat with her and her lackies. kill the lackies, then knock roah out. she'll end up staying inside the camp so you have an extra trader to steal from in act 1 before you make it to moonrise towers.

Is there a way to find her again after you killed everything in the Goblin camp?

I didn't know she could be a vendor, I killed her and got 3x Blue grade weapons off her

Is there any way she does NOT die when I take on the goblins?
She has some good items, and I would like to keep her alive tbh
So I guess there’s nothing to be done with keeping her around once you start slaughtering all the Goblins!?! See aggros every time now. I have like one Merchant to sale stuff to now.

She also sells warhammer +1
