I don't know if it's fixed or it was random but I found a Scroll of Knock in the basement part of Masons Guild at X:136 Y:-739

The most annoying locks in the game have an arcane lock property which makes them immune to knock. This spell is only useful on a wizard who can prepare it when necessary. Some doors with DC 30 this can be helpful with.
