Efrin is an NPC in Baldur's Gate 3. Efrin can be found at the Overgrown Tunnel, petrified by Auntie Ethel. There is a massive amount of NPCs in Baldur's Gate 3, and their ideals, needs and way of living are strictly related to the actions they perform during the course of the game. Their attitude towards you and your party may be affected by the deeds and decisions you and your party taken on.

Efrin Dialogue Options
Efrin is petrified when you first enter the gallery of the Overgrown Tunnel.
- If players decide to kill Auntie Ethel, he will turn back to normal again. Apparently, Efrin was petrified by the hag because he was dying from a mortal disease called Laduger's Bite. But if you manage to pass an Arcana check, you can reveal that he was actually sickened by Ethel herself. He will thank you and leave to reunite with his family.
- You can remove Efrin's Petrified status by throwing Basilisk Oil at him before dealing with Ethel.
In the pre-release, he flees the Overgrown Tunnel without providing a dialogue option.
However, in the full release, if the Petrification is dispelled, Efrin screams in pain before expiring on the cave floor.
(It is unknown if he appears later in the storyline.)

I suppose he doesn't appear in act 3 after you save him, which is lame. At least I haven't seen him and I've been searching for him for hours.

Made a deal with the Hag, throwed Antidote and then throwed the Oil. He didn’t die, talked a bit to my character and then he escaped.

Rewards 10XP to the party and can be looted for his gear, when being destroyed in statue form.
Can be non lethally knocked out, which too, rewards 10XP, but keeps the statue in tact.
However if the Hag is still alive he will instantly die if the petrification is reverted, no dialogue plays.

I tested it myself:
Hag spared: the dwarf dies after being unpetrified. (Mid-dialogue anti-toxin/potion of vitality shenanigans DO NOT work, they will bug him out and make him completely unresponsive).
Hag dies: you get some additional dialogue, he owes you and there's a possibility of meeting him in Baldur's Gate.
Do you actually meet him later on? No idea, someone would have to check.

does this guy (and the tortured elf) show up later in baldurs gate if you kill the hag and then unpetrify him?

I cured him with Basilisk Oil and he died of the disease. The devs must have changed what ACTUALLY happened to him. As far as I am aware, if Ethel is alive at all, you cant unpetrify him without him dying.

came here after thinking it was absolute horsesh!t that he cant be cured by lay on hands, wound up discovering some neat lore.
I've replayed through this section about a dozen times now trying to save everyone possible but still get the +1 Cha. I found someone on reddit saying they made the deal with Ethel but then killed her with an out of conversation character and got the benefits of doing so (saving Efrin and the halfling mask), and I couldn't get that to happen; changing characters mid-conversation simply doesn't work. However, on the run where I did that I snuck past the masks and didn't knock them out during the final battle so that after I hopefully killed Ethel, the mask that could be saved would be conscious for dialogue. After doing all of the above,
taking the +1 Cha and not also successfully killing Ethel, I shrugged and moved on, and here we get to the relevant bit, unpetrified Efrin, and he lived. According to everything I've read that should not happen, and I don't plan to test any further into it, but for save-scummy best-ending-for-everyone tryhards like me, there is apparently a way to save Efrin while Ethel lives. So yeah
