I can see how this might seem strong but in reality I don't see it used much. 3 turns of taunt is fine...except it's actually 3 turns of disadvantage on roll. And the enemies aren't "compelled" to attack you in any way, they just will if they can. And it's a concentration spell so even if they do the thing you want them to do you have to hope you don't lose concentration if they hit you. And it costs a spell slot. Oh, and they also get to roll every turn to remain "compelled".
I would just make this usable once every short rest, and even then I'd still be tempted to remove the Concentration requirement entirely.

I am a bit confused. Do they have to roll a wisdom save everyturn to see if they can attack someone else? or do they roll to see if they break the duel?

This spell gives the enemy disadvantage if they attack anyone except you. They can still attack others though.

not sure how this spell is supposed to work. does the enemy roll a check for each attack? it seems when i successfully cast it, it doesn't always make any difference.

The word "cannot" is not 100% true they can so attack other targets
The spell also works completely differently if the AI uses it on the player, taking full control of the target's turn and doing the worst possible moves. Infuriating that the spell is so bad on the players side and so strong for the AI.
