Right after the Dueagar commander you talk to that will betray Nere, if you jump across the cliff on the way to the upper dormitory, it's right after you make that first jump in a gilded chest.

My most recent playthrough (druid) was not able to find this arrow. I've checked my inventory over as I thought I might have picked it up, but it is not here. Using Alt to show items also does not reveal it.
I found one in a chest at the Emerald Grove. X-285 Y-450 on the Mini Map
Go past the fishing bear and jump over the water to the other side.
