There's one in a chest in the Grymforge (Not sure if it was RNG?)
Right after the Dueagar commander you talk to that will betray Nere, if you jump across the cliff on the way to the upper dormitory, it's right after you make that first jump in a gilded chest.

My most recent playthrough (druid) was not able to find this arrow. I've checked my inventory over as I thought I might have picked it up, but it is not here. Using Alt to show items also does not reveal it.
I think they have removed this from the game ... I played on launch and could equip all my ranged guys with 3 each at any time...Ive not found one on this playtru in dec 2023
